You can probably guess where this is going, but let's let it play out.

Gaster thinks about this kind of thing a lot and is eager to share his thoughts about it with someone (who won't like, arrest him). He gets so into it that he actually slips and refers to them as brothers, which he normally carefully avoids. This won't be the last time he rambles about this topic.
(After all, the game doesn't care why you killed those monsters - all that matters is that they're dead because of you.)

He's speaking about the soul both figuratively and literally - lowercase, it's figurative.

I originally had a really silly design on his mug but it kind of killed the scene, so I took it out. But here it is if you're curious.
