Papyrus often tries to reason with Gaster or get through to him, but Sans on the other hand likes giving him attitude (well, when he has the energy, anyway). It's not like he can do any physical damage after all. So instead he tries to get Gaster into verbal battles like so. If he can draw an emotional reaction from him, then he "wins". Gaster knows Sans is trolling him when he does this and thus rarely rises to his bait, but this time Sans had a trump card in the color cube, much to Gaster's irritation, haha.

The laser eye sessions weren't a one-time thing, if you're wondering. There were many laser sessions, particularly for Sans since it doesn't technically do damage exactly (well, not after he adjusted it properly). So it's safer than, say, cutting his head off.
